A CIDADANIA COMO INTITULAÇÃO DE DIREITOS OU ATRIBUIÇÃO DE VIRTUDES CÍVICAS: LIBERALISMO OU REPUBLICANISMO?

Resumo

Este artigo pretende apresentar duas concepções de cidadania: a liberal compreendida como intitulação de direitos e a republicana como atribuição de virtudes. Pretendemos mostrar, ainda, de que forma alguns teóricos (W. Kymlicka e J. Rawls) procuram dar uma resposta liberal à necessidade das virtudes cívicas, incorporando este aspecto ao modelo liberal. Outros autores, como M. Walzer, C. Mouffe e, sobretudo, J. Habermas propõem uma solução conciliatória entre a concepção republicana e a liberal de cidadania. Autores republicanos (Q. Skinner, M. Viroli, P. Pettit, J. Maynor) rejeitam a tese da conciliação, e tentam demonstrar que um moderno conceito republicano de cidadania pode comportar, por si só, valores liberais e que basta incorporá-los às virtudes cívicas. Por fim, pretendemos mostrar que a proposta da conciliação é plausível se ela operar com a categoria (schmittiana) do conflito, inevitável nas sociedades modernas, pluralistas e liberais.

Abstract: This paper aims at exposing two conceptions of citizenship: the liberal, understood as the entitlement to rights, and the republican, as the attribution of virtues. It also intends to point out the means whereby some theorists (W. Kymlicka e J. Rawls) try to promote a liberal response to the needs for civic virtues, aggregating this aspect to the liberal approach. Other authors, such as M. Walzer, C. Mouffe and, especially, J. Habermas propose a conciliatory solution between the liberal and the republican conceptions of citizenship. Republican authors (Q. Skinner, M. Viroli, P. Pettit, J. Mavnor) reject the conciliation thesis and seek to demonstrate that a modern republican conception of citizenship may contain, in itself, liberal values and that it is enough for these to be incorporated into the civic virtues. Finally, we intend to show how the proposal of conciliation is plausible when associated with the Schimittian conflict category, which is unavoidable in modern, liberal and pluralist societies.
